World Bank-financed projects, Bank administration and operations frequently require a wide range of consulting services. Borrowers are responsible for hiring consultants on Bank-supported projects. World Bank consulting guidelines ensure that the process is as open, competitive, transparent and efficient as possible. There is no central point for listing positions, rather consultants are selected from a registry entitled Dacon. Consultants may also register directly with the country/borrower. Visit the Consulting section of the World Bank's Business Center for information on how to register as a consultant through DACON or to review the Bank's Consultant Selection Guidelines.
Requests for Expressions of Interest for consultants hired directly by the World Bank for its operational work are published on the Development Gateway and UN Development Business. These opportunities must be advertised through these sites/vehicles when the estimated contract amount is above $50,000. These consulting assignments (except for individual consultants) are transacted on “e-Consultant”—a secure, web-based consultant selection tool. Registration on e-Consultant is free. In order to create your firm’s online profile and survey bid opportunities, visit e-Consultant at: www.worldbank.org/wbgeconsultant .
Be aware that the procedures for selecting consultants differ from those for procuring goods and works. The emphasis is not only on cost but also on quality, performance and results. For more information, see the Consultant Guidelines. These ensure that the process is as open, competitive, transparent and efficient as possible.
