Do you need to apply for an export license to sell your product/service to Vietnam? It depends.

The Bureau of Industry and Security (BIS) is responsible for implementing and enforcing the Export Administration Regulations (EAR), which regulate the export and reexport of most commercial items.

A relatively small percentage of total U.S. exports and reexports require a license from BIS. License requirements dependt on the commodity, country destination, end-user, and end-user. It is your responsibility to determine whether your product/service requires an export license.
