This project will involve the design, build, finance and operation of at least one wind turbine for the 2012 Olympic Games site in Stratford, East London. The wind turbine, located in the north of the Olympic Park, will be approximately 2-2.5MW and a total height of 130 meters. Equality and Diversity Training
The Olympic Delivery Authority (ODA) is searching for relevant
specialists to provide diversity and equality training needs
analysis and follow-on training. The ODA and its delivery
partner, the CLM Consortium, are in the process of implementing
an Equality and Diversity Training Plan. It will include
the provision of specific diversity and equality training to ODA
and CLM staff in the areas of:
1. Procurement (reference number 3041)
2. Inclusive design and the social model of disability
(reference number 3069)
3. Accessible communication (reference number 3070)
The above training will be divided into three contracts. Potential suppliers, wishing to bid for one, two or all of the contracts, should submit a response, no more than three pages long, detailing relevant information such as their experience and qualifications. Olympic Construction Roadshows

Equality and Diversity Evaluators
The Olympic Delivery Authority is currently in the process of issuing tenders for various contracts and is inviting expressions of interest from organizations capable of providing qualified assessors to evaluate the equality and diversity element of tender pre-qualification questionnaires (PQQ) and tenders of all variations. Interested parties must submit expressions of interest and completed PQQ via the ODA's eTendering web site at https://etenders.london2012.com . These will be evaluated and a short-list of companies issued an invitation to tender (ITT). All expressions of interest, completed PQQ's and ITT's must be submitted by Friday, July 6th 2007 at 17:00 (BST) .

The conversion of London’s East End into an Olympic park is the largest regeneration project in Europe. Contracts for structures, bridges and highways will be awarded for building and maintenance during the Games and for conversion and maintenance during the Legacy Period after the games. The Legacy Period will begin in 2012 and end in 2013, when 80% of the Olympic roads, bridges and highways will be converted for permanent use.
These contracts will cover thirty nine foot, land, highway, and underpass bridges; a loop road around the park; primary and secondary roads within the park; and retaining walls as well as surface water drainage. Some of these structures will be permanent infrastructure for the Games and Legacy, and some will be temporary for the Games. The contracts are divided into seven packages, which may offer sub-contracting opportunities. Contracts will be awarded between 2008 and 2009.

Additional Information:
The Olympic Delivery Authority (ODA) will use European Union Public Procurement Law in order to achieve equality of treatment, transparency and fairness. The key drivers behind the ODA’s procurement strategy are adherence to program timing, best value for public funds, risk sharing and giving incentives where value is added. In order to fulfill its objectives and maximize interest from small, medium and large companies, the ODA has implemented the eTendering (https://etenders.london2012.com) process to minimize bidding costs and waste while maximizing supply-chain collaboration.
The ODA will utilize the EU Restricted procedure, as noted below.

1. Structures, Roads and Bridges
This project is expected to include the design and construction of five land bridges, nine permanent road bridges, five temporary road bridges, fourteen foot bridges, five underpasses, approximately eleven kilometers of loop, primary and secondary roads including ancillary footpaths, drainage, road signage and marking, road, bridge and underpass lighting, and security fencing. The ODA expects to divide the project into approximately seven to ten contracts that will range in value from between $40,000,000 to $700,000,000.

2. Project Insurance Notice
This contract will involve the procurement of an ODA-controlled Project Insurance Policy for the benefit of the ODA, contractors and other stakeholders. It may also include the London Organising Committee of the Olympic and Paralympic Games (LOCOG). The policy will cover a variety of risks during the construction of venues and infrastructure for the Games, ramp up, event and post-event period. Therefore it will last from 2007 until the transfer of assets at the end legacy/conversion period in 2012/2013.
The policy will cover assets under construction as well as completed assets (estimated to be in excess of 3,000,000,000 GBP), acceleration costs, increased costs of working, and primary and excess third party liability (up to 250,000,000 GBP), as more fully detailed in the Pre-Qualification Questionnaire (PQQ) documentation).
Bidders must have a minimum Standard and Poor’s Financial Strength Rating of A- (or equivalent).

3. Film and Photography Services
The ODA is currently procuring film and photography services to capture the construction of the Olympic Park. It is seeking pre-qualification submissions from organizations capable of delivering film and/or photography services. This requirement is being split into two lots:
LOT 1: – Film Services: includes film crews, time-lapse cameras,
aerial photographs and web cam.
LOT 2: - Photography Services: includes stills photography and
progress photography.
All interested bidders MUST meet the ODA’s mandatory pre-qualification requirements:
- Experience in filming and/or photographing construction work or projects.
- Experience working with the media.

4. Design Services, Greenway Project
This project will involve the selection of a landscape or urban design practice. The selected candidate will be required to develop a landscape design for an area known as the Greenway, a public route for cyclists and pedestrians that is situated in the Lower Lea Valley and forms part of the Olympic Site.
The successful candidate will be selected from five short-listed practices in response to advertisements placed in the trade press in February 2006. Work is expected to begin in 2007 and be completed by the summer of 2008. Ideal candidates should be able to demonstrate a high level of creativity and design expertise and be able to collaborate with ODA design and delivery partners and Arup, the design and business consulting firm that will provide support services including structural advice.
Practices will be selected based on their submission of interest, which should include:
- Practice design philosophy (maximum one side A4*)
- Examples of past work (maximum six sides A4)
- Practice profile and key individual profiles
- An example of a delivered project and how it responded to program and cost constraints (maximum one side A4)
- Summary of practice turnover and Professional Indemnity (PI) cover limits

The London Aquatics Centre
The Olympic Development Authority (ODA) has issued a Prior Information Notice (PIN) to alert companies to a future tender which will invite them to bid on a project to complete the design and construction of one of the landmark buildings for the games, The London Aquatics Centre.
This complex project will involve the completion of design and construction of the Centre comprising a 50 metre (164 ft) competition pool, diving pool, infrastructure and associated facilities. The construction works are expected to include part of the Olympic Park infrastructure (e.g. bridges) that have interdependency with the Centre. At the conclusion of the construction period the works terminate or may continue to include the operation and maintenance of the Centre prior to and during the games, and possibly during the venue's conversion period after the event.

The first major contract has now been awarded to CLM, a UK/U.S. consortium comprising of Laing O’Rourke (construction), project management group Mace (project management) and CH2M Hill International (construction/consulting). As part of the contract, said to be worth around $190 million, CLM will help manage the delivery of the Games, ensure efficient cost management and punctual delivery of the event’s facilities. Major UK construction company, Sir Robert McAlpine, has been contracted to build the main Olympic stadium at an estimated cost of $500 million. The preferred bidder to construct the Olympic Village, most certainly a consortium, will be announced soon. Despite the magnitude of these recent contracts, organizers stress that opportunities for all types of products and services will be open to all companies - large, medium and small. For U.S. firms, the contract awards highlight the benefits of partnering with an experienced local UK company.
The final design for the Olympic Aquatic Centre was unveiled at the end of November. The 20,000-person arena will feature two 164-foot pools and a driving pool. Work has already begun clearing the site in preparation for the start of the Centre’s construction in 2008. The procurement process to find a construction partner for this project is expected to begin shortly.
Not surprisingly security will be a big priority before and during the Games. Rough estimates now place the cost of providing security products and services in the region of $1 billion. Various services will be needed including security guards, electronic surveillance, CCTV and alarms. Companies wishing to bid for contracts will face strong competition from well-established local companies such as Group 4, Securicor and Chubb Security; but smaller companies will not be excluded.
Former Chairman of the Olympic Delivery Authority (ODA) Jack Lemley, who stepped down in October 2006, continues to drive the discussion over rising costs and project execution. The Games original cost is now predicted to increase by $1 billion and he has noted the essential need for land remediation on the Olympic site. Two contractors, Edmund Nuttall Ltd and Galliford Try, have been appointed to undertake demolition and clean up of the site that is located on brownfield land. Organizers plan to re-use approximately 60-80% of materials from the demolished buildings on the site.
