What is D-Trade?
Defense Trade, effective January 15, 2004, is a fully Electronic Trade Licensing System freely provided to U.S. persons seeking to export defense articles or defense services regulated by the International Traffic In Arms Regulations (ITAR).
The Directorate of Defense Trade Controls, DDTC, is fully prepared to receive and adjudicate electronic defense export authorization requests properly submitted by any U.S. person who is a defense trade registrant and wishes to permanently export unclassified defense articles via the DSP-5Form.
Advantages of D-Trade:
User-friendly but secure processing
- Electronic submissions are made via encrypted Internet sites and signed by PKI-protected digital signatures.
Easy application
- Users are provided software that enables them to fill in the face of a Form DSP-5 on a computer screen. Continuation sheets are allowed and electronic media may be attached.
Batch processing
- D-Trade can facilitate simultaneous multiple submissions.
Error-resistant processing
- D-Trade has eliminated manual data errors and has further sped up the licensing application review process.
Easy tracking
- A license application may be referenced by a DDTC-assigned license number and by an industry-generated transaction number to facilitate cross-referencing.
Electronic referrals
- Reviewing offices review complete applications without missing documents and without delay.
Quicker turnaround
- Building upon the efficiencies inherent in electronic licensing, their aim is that almost all applicants will use D-Trade and that they will receive final decisions from DDTC more quickly than is the case with traditional methods.
With increasing applications submitted through D-Trade, greater reliability of the system, and the phasing out of legacy systems, full participation is expected in the near future. When this happens, DDTC will mandate the use of D-Trade for all your defense trade licensing needs.
Getting Started With D-Trade
D-Trade is regulated by the International Traffic In Arms Regulations (ITAR). Section 120.25 of the ITAR defines the empowered official, who can designate super user(s). A super user is the company official that has the authority to grant and manage roles and privileges for the company’s D-Trade access. Only empowered officials may digitally sign license applications.

Before you decide to use D-Trade make sure you have a basic understanding of export control standards and an adequate compliance program. Low-quality applications have an impact on your business and will not be corrected by DDTC.
