Trade Lead: Two licenses for Telecom Operators
The National Telecommunications Regulatory Authority (NTRA) announced on October 2, 2009, a bid inviting consortiums of local and international companies to submit their offers for two licenses to start and operate telecommunication networks to serve closed urban communities.
Deadline to submit the bids: Tuesday, January 12, 2010, 12:00 noon, at NTRA’s premises, Smart Village, 28 km Cairo-Alexandria Road.
Tender specifications available: Thursday, October 15, 2009, from NTRA in return for cash payment or by check of $5,000. Bid bond of LE 10 million ($1.8 million) must accompany the offer.
Question and Answer Session: Monday, December 7, 2009, at 12:00 noon at NTRA’s offices.
The two licenses are to provide "triple-play" service which is combined cable, telephone and Internet services, expected to generate $1 billion in new investments within five years. The license will be granted to the two consortiums that are the best in terms of technical and financial capabilities. Each consortium must be composed of an international operator plus a local partner, or more, operating in the Egyptian telecom sector.
The licensed consortium will be allowed to build and operate fiber optic telecom networks inside closed communities containing at least 50 residential units or a maximum of 5000 units. The licensed consortium has to abide by all the articles of Law number 10 for 2003 for telecom regulations. The companies are expected to offer all state-of-the-art services like Triple Play. Such licenses are additional to Telecom Egypt’s licenses enabling the provision of similar services inside closed urban communities.
