Michael Pender joined the Bureau of Industry and Security in April 2003 as a Licensing Officer with the Office of National Security and Technology Transfer Controls.  He is an engineer and a patent attorney.  He received his B.S. in Electrical Engineering from Worcester Polytechnic Institute in 1991, his M.S. in Electrical & Computer Engineering from California State University at Northridge in 1995 and his J.D. from George Washington University in 2003.

He was a Flight Test Engineer for the Department of Defense from 1991 to 1995 and helped develop several military aircraft including the F-14D, F-15E and B-2A.  He holds several patents and has published papers on advanced signal processing techniques used in radar and communications.  From 1995 to 1999 he was a Systems Engineer for the TRW Space & Electronics Group in Redondo Beach, CA and Orbital Sciences Corporation in Dulles, VA, where he helped to design and build more than 36 military and commercial spacecraft. 

Prior to joining BIS, Mr. Pender worked for the U.S. Patent and Trademark Office and the Finnegan-Henderson law firm in D.C.

Sheila Quarterman

Sheila Quarterman is a Senior Export Policy Analyst in BIS’ Office of Export Services, Regulatory Policy Division.  Ms. Quarterman drafts and implements amendments to the Export Administration Regulations (EAR) and provides guidance to exporters and government officials regarding U.S. export policy.  She has been recognized at the bureau and departmental levels for her work on amendments to the EAR that implemented significant changes in U.S. foreign policy-based export controls.  Her professional career as a public servant includes work in the executive, legislative and judicial branches of government.  With many years of specializing in the regulatory field, she has adjudicated, enforced and administered international trade, energy and civil rights regulations and laws.  Ms. Quarterman’s experiences in BIS include working as a specialist in the Office of Boycott Compliance and in the former Office of Export Licensing, Review and Compliance Branch. 

She was honored to have been selected to serve as a Congressional Black Caucus Graduate Legislative Fellow.  In that capacity, she worked with the Joint Economic Committee of the U.S. Congress and helped Committee members and their senior committee staff develop policy and legislation intended to revitalize the U.S. steel manufacturing industry’s international competitiveness.  She was selected to serve as an intern for national media in the Office of the Press Secretary in the Executive Office of the President.  In addition, Ms. Quarterman was a member of the World Trade Organization (Third Ministerial) Management Team for Volunteers.  She developed internal compliance training and education guidelines as a member of Transparency International’s Small and Medium Enterprises Task Force on Anti-Corruption Internal Compliance Programs and Corporate Accountability.  Ms. Quarterman earned a Bachelor of Arts degree in Political Science and Master’s of Public Administration (Management and Policy) degree from the American University.  She earned a Juris Doctor degree from Emory University School of Law.

Angela T. Robinson

Ms. Robinson joined the Department of Commerce in December 1989.  Ms. Robinson servers as an Export Administration Specialist with the Department of Commerce, Bureau of Industry and Security (BIS), Office of Exporter Services (OEXS), Outreach and Educational Services Division (OESD).   As an Export Administration Specialist, she provides guidance to the international trade community on U.S. and foreign export regulatory requirements. 

Ms. Robinson works with OESD, in the development, promotion, coordination and implementation of BIS’s outreach seminar programs to educate the exporting community on U.S. economic, national security, proliferation and foreign policy concerns.  She assists in the design and implementation of new seminar programs, from conception to reality, which includes planning materials, and speeches.  As an active member of the outreach program she represents the Administration at various seminars and conferences hosted by other agencies and associations as well as Commerce.  Ms. Robinson’s previous experience in BIS or its predecessor agencies includes a term on the staff of the Under Secretary and the Office of Strategic Industries and Economic Security.

Philip Ankel
Regional Export Control Officer

Philip Ankel is the Bureau of Industry and Security’s (BIS) regional Export Control Officer stationed in Hong Kong.  There be conducts targeted end-use checks and works with local and international businesses to foster compliance with U.S. export control laws and regulations.  His work also focuses on managing relations between BIS and its export control counterparts in Hong Kong and other countries in Southeast Asia. 

Prior to joining the Office of Export Enforcement, Mr. Ankel was a Senior Counsel in the BIS Office of Chief Counsel.  There he worked on a range of enforcement, legislative and regulatory matters focusing, in particular, on controls on exports to sanctioned countries and legislative efforts to renew the Export Administration Act.  He also served as the Office of Chief Counsel’s international programs coordinator and participated in technical assistance programs with a range of countries.  He is a graduate of the University of California at Berkeley (B.A.) and the University of Wisconsin Law School (J.D.).
