Waste Management Strategy
SUMMARY
In April 2003, the Ministry of Environmental Protection and Physical Planning (MEPPP) developed the Waste Management Strategy for Croatia. This document presented options on how to organize future municipal waste management, harmonize legislation with EU directives and organize waste management in general. Over one third of waste produced in Croatia is municipal waste, therefore, according to legislation, it is the responsibility of municipalities. Since municipalities still lack financing and administrative capacity to take on such an enormous challenge as waste management, the Waste Management Strategy proposes to establish the “waste management institutions,” or more specifically regional or municipal waste management companies. These institutions/companies are to carry out the development and financing of waste management facilities. Furthermore, the strategy proposes that the number of landfills be reduced to an optimum of 10-15 sites, which should be co-located with regional waste management centers. In these centers, waste will be gathered, separated, reused, recycled and possibly incinerated. Hazardous waste will be stored in separate at facilities in each regional center, and then sent to a single national hazardous waste disposal site.
