1. An introduction to 270 priority projects was given at the Heilongjiang Conference on Revitalizing the Northeast.

The conference covered 270 major projects in eight industrial sectors: equipment manufacturing, petrochemical, pharmaceutical, agriculture, urban infrastructure, communication, tourism, hi-tech industry and intellectual property rights. USD 11 billion (RMB 91 billion) will be invested in these projects, of which USD 6.3 billion (RMB 52 billion) will be foreign investment. The 270 projects were selected out of 700 projects designated for readjustment and reform. Among these are Hafei Aviation Industry Group (automobile air conditioning assembly production line); Harbin Institute of Technology Bada Group (environmental protection equipment); Harbin Power Plant Equipment Corporation (nuclear power manufacturing); Harbin Pharmaceutical Group Shiyitang Pharmaceutical Factory (modern Chinese traditional); Urban mass transit; and Harbin southwest area centralized heating projects.

2. The First Joint Venture Air Cargo Company Will Be Founded Soon

According to China Administration of Civil Aviation (CAAC), China will relax the restrictions on the establishment of joint venture air cargo companies. CAAC has received the application from Shenzheng Airlines to establish joint venture air cargo service.

CAAC is now adjusting the current regulations regarding the purchase and import of cargo airplanes, and the approval of cargo flight routes to encourage development of air cargo service. The updated regulations will simplify the purchase of cargo airplanes, and relax the approval of cargo flight routes. CAAC will also lower the charges for cargo flight and ground services.

In 2003, domestic cargo volume reached 21 million tons, an 8.4% increase over 2002. China’s international cargo volume reached 510,000 tons in 2003, an increase of 21% from 2001. According to the forecast by CAAC, China’s cargo volume will reach 47 million tons by 2010.

3. Shanghai Port Imported an Average of 12 Power Generation Units Per Day

According to statistics from Shanghai Customs during the past five months, the port of Shanghai imported a total of 1,806 power generation units worth of USD 68 million (RMB 562 million). Among these, state owned enterprises imported 739 units, increasing 52.7% over the same period last year. Foreign owned enterprises imported 756 units increasing 1.9 times over the same period last year.

The power generation units mainly came from Japan, Singapore, U.K., Spain and France (Editor’s Note : Note the lack of American companies, Where are the American Companies?), which occupies 73.2% of the total number of imported power generation units. The number of the power generation units from Japan is 434, 288 from Singapore, 243 from U.K., 196 from Spain and 161 from France.

4. Software Market in China Expected to Reach Sales of USD 25.4 Billion (RMB 210 billion) in 2004

According to the Department of Economic Reform and Operation of the Ministry of Information Industry, in 2004 the total software market in China is estimated to achieve sales worth USD 25.4 billion (RMB 210 billion), an increase of 28.6% compared with 2003. Among the total revenue in 2004, software is estimated to have USD 12.2 billion (RMB 101 billion), an increase of 20.4%, while system integration services will reach USD 8.6 billion (RMB 71 billion), an increase of 34.5%, and software services will reach USD 4.5 billion (RMB 37 billion), an increase of 42.6%.

In 2003, the sales revenue of software and system integration services was USD 19.7 billion (RMB 163 billion ), an increase of 48.5% and 33.3%, respectively.

The Ministry of Information Industry also listed the top 100 software enterprises in 2004; Huawei Corporation, Zhongxing Telecommunication (ZTE), and Hisense ranked as the top three. The top three individual software developer enterprises are China National Software Service Corporation, Neusoft and Ufsoft.

5. Beijing Organizing Committee for the Games of the XXIX Olympiad Develops Environmental Management System

Beijing Organizing Committee for the Games of the XXIX Olympiad (BOCOG) handed over the drafts of the BOCOG Environmental Management System Handbook and BOCOG General Environmental Plan to International Olympic Committee (IOC) experts in Beijing on June 2, 2004. This move marked a concrete step forward that BOCOG took to establish its environmental management system.

At a hand-over ceremony held at the BOCOG headquarters, BOCOG Vice President and Secretary General Wang Wei said the completion of the two documents marked a new starting point for BOCOG’s environmental efforts and laid a solid foundation for the establishment of its environmental management system.

As an international practice, the development of environmental management systems aims to define the specific environmental responsibilities of various departments of BOCOG, encourage them to manage and control environmental issues in the process of preparing for the Olympic Games and minimize the negative impact of the Olympic Games on the environmental.

BOCOG Environmental Management System Handbook and BOCOG General Environmental Plan were jointly drafted by BOCOG and CH2M Hill Ltd. The drafting work started on May 16, 2003 and was completed at the end of May 2004.

U.S. Commerce Secretary Donald L. Evans described the benefits of free and fair trade in a June 21 talk to students at the Harbin Institute of Technology in northeastern China.

"I am in China to promote commercial partnerships and policies that can strengthen businesses here and at home, and lead to a higher quality of life for all," Evans said. He emphasized that increased trade will encourage economic development, create jobs, and raise living standards for all.

While in Harbin, the capital of Heilongjiang Province and a thriving industrial and technological center, Evans visited the Harbin Electric Machinery Company, a state-owned manufacturing enterprise that is responding to changes in China's economic policies. He also visited the
Harbin Children's Home, an orphanage established by the Harbin municipal government.
