The Canadian Government has created a "Canadian Importers Database," which is available online on Strategis, Industry Canada's website:

The database is composed of companies that import specific
products into Canada through Canadian Customs. The database
gives the name, city, province and postal code of the importer.
It includes customs brokers and their clients, as well as
non-resident importers (i.e. companies which have addresses
outside of Canada). The database lists the major importers,
which it defines as those companies that collectively make up the
top 80 percent of all imports, in terms of dollar value, for a
particular product or particular city. The database can be
searched either by city or by product classification. This
excellent tool can be used by U.S. exporters interested in
finding buyers for their product in Canada. Go
