Taiwan Business Briefing

Pursuing Government Procurement and Business Opportunities in Taiwan

On July 15, 2009, Taiwan acceded to the Agreement on Government Procurement (GPA) of the World Trade Organization. The agreement requires its signatories to open their government procurement and provide national treatment to the goods, services, and suppliers of other members.  In Taiwan’s case, this means an estimated $21 billion in procurement contracts offered by central and local government entities are now available to U.S. bidders/suppliers.

Which industry sectors will find business opportunities?

As part of the accession agreement, Taiwan has offered extensive coverage of its central and local government entities, as well as a number of universities and other state-owned enterprises. U.S. industry will now have access to procurements from more than 30 ministries and commissions, including the Ministry of National Defense, Ministry of Transportation and Communications, Taipei City and Kaohsiung City governments, 48 universities and technical schools, three veterans’ hospitals, and numerous service sectors that include engineering, information technology, and certain telecommunications.

Sector-specific opportunities will range from architecture and engineering services and green building materials to laboratory equipment and software, depending on the procuring entity. Taiwan is also engaged in two major infrastructure programs to improve transportation, communication, and education which will involve GPA –covered projects worth an estimated $19 billion over the next eight years.

What topics will the seminar highlight?

This corporate briefing will cover Taiwan's market for US companies, and provide more detailed information on GPA opportunities, an overview of upcoming projects, tendering procedures, tips on navigating Taiwan’s business environment, and legal issues pertaining to pursuing Taiwan government contracts. Information on Taiwan’s business environment and best prospect sectors for US exports will also be presented. To review the draft agenda click here
